APPENDIX C
Letter of Understanding
Between MSUAASF and MnSCU
regarding Salary Equity
This Letter of Understanding is entered into by and between the Minnesota
State Colleges and Universities (MnSCU) and MSUAASF on this 5th day of
June 1998, regarding the language on salary equity in the Collective Bargaining
Agreement (CBA).
In exchange for the elimination of any/all language in the CBA and any
previous salary equity agreements referencing salary equity, the parties
agree to the following:
1. All employees whose positions were downgraded as a result of the 1992
Equity Study will continue to progress in his/her current range assignment
until the position becomes vacant as a result of resignation or retirement,
unless changes in the position require a re-evaluation pursuant to Section
G of Article 12 or until he or she reaches a ceiling of step 14 in his/her
range assignment. Any such member currently at step 14, or who was above
step 14 in 1992, shall remain at step 14 or the 1992 14-or above step,
receiving salary increases only when salary ranges are adjusted. Alternatively,
affected employees may opt to downgrade to the assigned salary range.
2. All ASF Members identified as below target salary placement as a result
of the Salary Equity study will be brought to target salary effective
with the first full payroll period beginning in January 1999. All other
ASF members determined to be below target salary using the target/experience
rating grids in effect at the date of hire will be brought to target salary
effective with the first full payroll period beginning in January 1999.
3. The Employer agrees that the target/experience rating grid forms as
currently used will be used for appointment of new ASF members and for
promotion/reassignment of ASF members to their new salary range and step
assignment for the duration of the 1997-99 CBA.
This Letter of Understanding represents the complete and total understanding
of the parties in this matter.
