ARTICLE 8
Representatives And Release Time
Section 1. Administration of Agreement.
The Employer agrees that the UTCE grievance representative on each campus shall
be provided adequate opportunity to investigate and process grievances, and the
local UTCE President on each campus shall be provided adequate opportunity to
confer with the College President or designee concerning the provisions and application
of this Agreement. Meetings with the administration or arbitration hearings regarding
the processing of grievances shall usually be during the normal work day and
the grievant, the UTCE grievance representative, and UTCE chapter president shall
not lose wages due to their participation.
Section 2. Certification of Campus Representatives.
The names of any UTCE chapter officers and representatives who may represent
the faculty members in the administration of this Agreement shall be communicated
to the president on each campus by UTCE.
Section 3. Release Time for State UTCE President.
The state president of UTCE shall be granted release time from all of his/her
college assigned duties to conduct the business of UTCE.
Subd. 1. Additional Release Time.
At the request of UTCE the state president shall be granted an additional 25%
release time beyond the release specified in this section.
Subd. 2. Payroll. The UTCE President shall remain on
the state payroll at her/his actual salary schedule placement for the academic
year and shall maintain and/or accrue all contract benefits that would be maintained
and/or accrued if the president were performing assigned duties for the College.
UTCE will reimburse MnSCU for the actual costs of the state president's release
time.
Subd. 3. Sabbatical. A faculty member who has served
as UTCE President and is returning to their college assigned duties, shall have
the right to receive a sabbatical in accordance with Article 21 Professional
Development before returning to their college assigned duties. This sabbatical
shall not be denied.
Section 4. Release Time for State UTCE First Vice President.
The first vice president of
UTCE shall be granted ½ release time from college assigned duties to
conduct the business of UTCE. The UTCE first vice president shall remain on the
state payroll at the regular salary and lose no benefits. UTCE shall reimburse
MnSCU for the state first vice president's release time for the actual cost of
the amount of release time granted.
Section 5. Release Time for Other State UTCE Officers.
UTCE may buy release time for other officers and/or faculty members. The amount
of release time shall be specified by the state UTCE thirty (30) days prior to
the beginning of each academic quarter or semester, when possible, or at other
times by mutual agreement. Such officers and/or faculty members shall remain
on the state payroll at their regular salary and lose no benefits. UTCE shall
reimburse MnSCU for each officer's release time at the actual cost of the full
amount of release time.
Section 6. Release Time for Faculty UTCE Representatives.
Subd. 1. Release Time. The amount
of release time shall be specified by the state UTCE thirty (30) days prior to
the beginning of each academic quarter or semester, when possible, or at other
times by mutual agreement.
Subd. 2. Local Representatives. Upon request of the
state UTCE President, the College President shall afford paid release time for
UTCE chapter representatives on each campus for the purposes of conducting UTCE
duties. UTCE shall reimburse MnSCU for such release time at the actual cost of
the full amount of release time.
Subd. 3. State Representatives. The parties agree that
faculty members on all UTCE standing committees and/or the executive board shall
be granted reasonable amounts of paid release time to conduct UTCE business.
UTCE shall reimburse MnSCU for such release time at the actual cost of the full
amount of release time.
