About Human Resources

Vision

The Human Resources Division of the Minnesota State Colleges and Universities System Office aspires to lead in the development and improvement of a comprehensive system of personnel management to attract and retain well-qualified and richly diverse faculty and staff who will provide students with a high quality educational experience.

Labor Relations

  • Represents the system as an employer in our relationships with the unions representing our employees. Labor Relations has primary responsibility for working with the unions that represent college and university faculty, and works closely with the Department of Employee Relations (DOER) on union-related matters involving the system's classified employees.
  • Negotiates labor agreements with the unions representing the system's faculty.
  • Develops labor relations policies for the system.
  • Assists college and university staff with contract and grievance administration.
  • Represents the system in quasi-judicial proceedings such as grievance arbitration and unit determination hearings.

Personnel

  • Provides leadership in a variety of human resources functions.
  • Consults with college and university presidents, administrators, and chief human resources officers.
  • Develops policies and procedures that support good personnel management of the system.
  • Collaborates with Labor Relations in the development and implementation of collective bargaining strategies and the administration of labor agreements.
  • Conducts job classification audits and handles compensation issues for both classified and unclassified staff.
  • Administers the system's unique retirement programs.
  • Coordinates the search process for college and university presidents.
  • Provides technical assistance and support to the college/university human resources offices regarding personnel/payroll management information system issues.
  • Provides leadership development opportunities for current and emerging leaders.
  • Provides leadership and consultation on staff development for the system.

Office of the Chancellor Personnel

Provides leadership to executive management and employees of the Office of the Chancellor in the areas of:

  • staffing and job classification
  • compensation and benefits administration
  • recruitment and selection
  • performance management
  • labor relations
  • records retention
  • personnel/payroll transactions

Works closely with the Chancellor and senior staff to accomplish goals and projects which affect the overall morale and climate of the Office of the Chancellor.
