Billing Procedures for Employer Insurance Contribution
for Technical

Purpose: The purpose of this procedure is to outline the procedures that will be followed in MnSCU for the billing of health, dental, and/or life insurance coverages for technical college qualified retirees (1) who retired prior to July 1, 1995. Depending upon the appropriate collective bargaining agreement or TC compensation plan for qualified retirees(1), premiums may be paid entirely by the employer, or partially by the employer and partially by the employee. In most cases, such agreements expire at age 65, but there are instances where agreements were made beyond age 65. IT IS THE RESPONSIBILITY OF THE AFFECTED TECHNICAL COLLEGES TO MONITOR THESE AGREEMENTS AND TO NOTIFY THE MNSCU OFFICE WHEN THESE AGREEMENTS TERMINATE.
Procedure:
1. The Department of Employee Relations (DOER) Benefits Division will provide information about the plans and application materials to qualified retirees(1) at initial or open enrollment meetings.
2. The retiree will complete the application form and forward it to the selected carrier along with a completed copy of the attached Request for Carrier Billing of Employer-Paid Coverage form. Since the initial enrollment has already occurred at many technical colleges, DDIRs will have to forward a copy of the Request for Carrier Billing form to qualified retirees and forward the completed form to the appropriate carrier(s).
3. The carrier will forward regular billing statements to the DDIR at the appropriate technical college.
4. The DDIR at the technical college will forward the billing to the business office where a state warrant for the billing will be obtained and processed through the state's normal vendor payment process.
5. If the retiree is responsible for part of the premium payment, the DDIR will notify the retiree and the business office of the amount due and ask that the retiree submit a personal check made out to the appropriate technical college for his/her share of the premium and submit that payment to the business office.
NOTE: DDIRs will have to forward a copy of the Request for Carrier Billing form (PDF) to qualified retirees(1) each year at open enrollment and ask retirees to return it ONLY IF they have changed carriers.
(1) Qualified retirees include:
a) employees of the technical colleges who were primarily employed in post-secondary vocational education and who retired on or before June 30, 1994; and
b) employees of the technical colleges who retired between July 1, 1994 and June 30, 1995 if they were primarily employed in post-secondary vocational education at the time they retired and were covered by a collective bargaining agreement. Employees who retired during this period and who are not covered by a collective bargaining agreement may be considered qualified retirees only if certified by MnSCU.
