This draft policy is in response to recent legislation authorizing a new early separation incentive (2009 Laws of Minnesota, Chapter 169, Article 6, Sections 1 and 2). This incentive program is time-limited. Because of the availability of one-time federal stimulus money and additional possible budget reductions, we expect that primary use of this early separation incentive will be in Fiscal Year 2010 and perhaps 2011, so we have made every effort to expedite the policy's development, while tending to important administrative, financial and legal considerations.

The draft policy is scheduled for its first Board reading on Wednesday, June 17. A public hearing on the policy is scheduled for that afternoon. We are aiming to have the Board of Trustees consider adoption of the final policy at its July meeting.

In addition, as required by authorizing legislation, the draft policy will be posted on the system's web page; it will be available by Friday, June 5, 2009, on the Board of Trustee's Web page with other Board agenda materials at http://www.mnscu.edu/board/agenda.html.
